House of Representatives Authorizes Natomas Levee Improvement Project

FYI, from Congresswoman Masui's office:

FOR IMMEDIATE RELEASE
Wednesday, October 23, 2013

Congresswoman Matsui Praises House Passage of WRRDA Bill
Bipartisan bill authorizes Natomas Levee Improvement Project and includes Rep. Matsui's Vegetation on Levees Legislation
WASHINGTON, DC –Today, the House of Representatives voted in a strong bipartisan manner to pass the Water Resources Reform and Development Act of 2013 (WRRDA) by a margin of 417 to 3.  This legislation would authorize flood protection projects across the nation; and at Congresswoman Matsui's urging, includes several of the Sacramento region's primary flood protection priorities.
"Today's vote is a major victory for the people of Sacramento.  Congress has not passed a WRRDA bill since 2007, and I am pleased the bill passed today includes many of Sacramento's top flood protection priorities.  The passage of this bill is a critical step toward fixing and strengthening America's levees, including our levees in Natomas," said Congresswoman Matsui.  "Natomas' levees protect over 100,000 Sacramento residents and billions of dollars of property and infrastructure.  This has been a long time coming, and I won't stop fighting until this is signed into law."
The House version of WRRDA includes language similar to Congresswoman Matsui's bill, the "Natomas Basin Flood Protection Improvements Act" (H.R. 135) which would authorize the Natomas Levee Improvement Program (NLIP).  This provision would authorize full federal participation in the NLIP, which will restore 100-year flood protection and ultimately achieve 200-year level flood protection.  WRRDA also includes language similar to Congresswoman Matsui's legislation, the "Levee Vegetation Review Act" (H.R. 399), to provide flexibility in the Corps' vegetation on levees policy.
"With today's House vote, thousands of my constituents and neighbors are one critical step closer to having the level of flood protection they deserve.  I'm grateful to Congresswoman Matsui for her tireless advocacy to improve our levee system, and for the bipartisan effort that has brought us this far," said Sacramento County Supervisor Phil Serna, Chair of the Sacramento Area Flood Control Agency (SAFCA).
"This bill was a long time coming and we are happy it has finally been passed.  For years we have lived with the threat of flooding when it rains.  We have worried about our flood insurance rates increasing.  Now we look forward to our proud community's revival and are grateful to Congresswoman Matsui for her persistence and perseverance in getting it passed," said Sheila Snyder, a Natomas homeowner.
Under the leadership of Senators Barbara Boxer (D-CA) and David Vitter (R-LA) the Senate passed its version of the Water Resources and Development Act (WRDA) earlier this year.  This legislation also included language authorizing the NLIP and Rep. Matsui's vegetation on levees language.  The House WRRDA now moves to a conference committee with Members from the House and the Senate to reconcile the two versions of the bill.
"I am confident that the House and the Senate will move quickly to a conference committee on this legislation, and I will continue to fight to see this legislation signed into law.  We need to get this done immediately for our country, and for the people of Sacramento who have waited far too long for authorization of the NLIP," added Matsui.

Leaf Season - The Return of the Claw

Hello all, please see a recent email I received from the City of Sacramento regarding yard waste pick up for the months of November, December and January.

___

City of Sacramento residential customers can legally place yard waste piles in the street for collection during the City’s designated leaf season of November, December and January. The first day yard waste piles can be placed on the street for collection is Friday, November 1, 2013. The last day piles can be placed on the street will be Friday, January 31, 2014.
Attached is detailed information you can share in your neighborhood newsletters, via email, on your associations website or however you wish.  The information is also highlighted on the home page of our website: www.SacRecycle.org.  A Leaf Season brochure will also be included in the October Utility Bill.

For more information go to www.SacRecycle.org or follow us on Facebook facebook.com/SacRecycle or Twittertwitter.com/SacRecycle for regular updates.

September Meeting Summary

Thanks to all who attended last night. Here's a quick run down of what we discussed:

(1) Police update. Our neighborhood has had no incidents of concerns with regards to law enforcement. Illegal dumping is an ongoing concern. Neighbors are encouraged to contact the Police Department any time they observe any suspicious behavior.

(2) Vice Mayor Angelique Ashby Update. Michel provided an update on the Water Resource Reform and Development Act which, for those that are following it, is the legislation that carries with it the authorization for the Natomas Levee Improvement Program. The legislation made it out of the House of Representatives Transportation and Infrastructure Committee and is now headed towards a floor vote in the House. Once approved (and there is hope that it will) it will go to reconciliation committee to reconcile the House and Senate versions of the bill before it makes it to the President's desk. Bottom line is that once this legislation is approved, the City (and other affected jurisdictions) can move forward with remapping Natomas into the FEMA A-99 flood zone, which means that building in Natomas will be permitted with conditions. For more info, please visit: http://www.angeliqueashby.com/house-wrrda-2013

Michel also announced an upcoming event, the Creekside Fair on October 27 (Sunday) from 1-4 at Kokomo Park (4901 Kokomo Drive, North Natomas). Fun for all ages, here's more info on the event: http://www.angeliqueashby.com/creekside-fair-2013

(3) Reclamation District 1000 was also in attendance. RD 1000 is in charge of operating and maintaining over 40 miles of levees surrounding the perimeter of the basin to keep floodwaters from the Sacramento River, American River, Natomas East Main Drain Canal, Pleasant Grove Creek Canal and Natomas Cross Canal out of the basin. In addition RD 1000 operates and maintains hundreds of miles of canals and seven pump stations in the interior to collect and discharge the rain that falls within the Natomas basin back into the river. John Shiels, a current Board member of RD 1000, Paul Deveraux, the general manager and Karen Pardieck, community outreach representative were in attendance and provided a general overview of the duties and responsibilities of RD 1000 and provided an opportunity for questions and answers. Much of the discussion focused on the forthcoming levee improvements on East Levee Road and the impacts of these improvements to neighbors. In addition, RD 1000 plans to set out bait stations to help control the squirrel population which has seen a surge of late. Squirrels burrow into the levee and are a threat to levee structural integrity.

(4) Neighborhood Clean up. On Saturday, September 28th, we'll be having our semi-annual neighborhood cleanup. We will be staging a dumpster near the Angel’s residence at 5600 Sorento Rd.  Everyone is encouraged to come out and help pick up trash that has accumulated in our roadside ditches and other general areas in the neighborhood that are magnets for trash. At the very least, please pick up the trash near or around the frontage of your home. Together we can make a difference in keeping our neighborhood clean.

That's it for now.

Thanks!

August Meeting Summary

Great seeing neighbors last Wednesday evening. Thank you to Dolores and Nando Santos for hosting this month's meeting. Gorgeous back yard and a very nice spread of food and drinks to boot!

Officer Zeiger was present with Sac PD to provide an overview of Police activities in our area. Aside from the removal of the homeless camp near the pump station on East Levee, things have been very quiet and that's a good thing!

As for community activities, we discussed a successful National Night Out event at Dennis' (thanks again Dennis!)  and a successful, as always, 4th of July Parade organized by our very own Libby Harmor. Thanks Libby!
.
For those interested in Natomas-wide events, Celebrate Natomas is on Saturday, September 7th, 12-5pm at the South Natomas Community Center (2921 Truxel Road), it's free and a guaranteed good time for all ages!

Some folks had questions regarding the greenwaste pickup, here's a blurb from the City's website (www.sacrecycle.com):

"
Curbside collection of continerized yard waste occurs weekly. All residential properties in the City of Sacramento must use containers for yard waste disposal. Yard waste must not be placed in the street - except during leaf season. Customers who need additional yard waste service can order an additional container, use their one free appointment based clean up, or call 311 to request a free dump coupon.

Leaf Season

Citywide collection of yard waste piles will occur only in November, December and January. Please fill your yard waste container first before placing extra material out in a pile in front of your residence.
"
Safety reminder, for those who turn right onto Sotnip from Kenmar, all of us are urged to use caution as you make that turn, there have been some near misses from folks taking that turn from Kenmar onto Sotnip a bit fast and wide.
Fall neighborhood clean up will be on Saturday, September 28th. We will be organizing at the Angel residence at 5600 Sorento Road at about 830 am. Feel free to clean up the trash in the road side ditches along your property or join us to break up into teams.
Thanks!

July Meeting Summary

Thanks to everyone who attended last week's neighborhood meeting, another great turnout. Special thank you to the Lopez family for opening up their home to the neighborhood! Great job on the back yard, it looks spectacular!

Neighborhood cleanup and yard sale download. Angela Angel provided a summary of last month's neighborhood clean up. Volunteers filled up the entire gigantic trash container! Thank you to Michel at Vice Mayor Ashby's office for arranging the delivery and pickup of the trash container and thank you to the folks at Waste Management for their generosity in donating the container for our cleanup! The yard sale, for those who participated, was also very successful.

Police Update. Officer Zeiger from Sac PD was in attendance and provide an update on police activities in our community. All has been relatively quiet in our neighborhood, except for the helicopter a few weeks back that was called out to assist with a domestic violence call related to the homeless encampment located south of the pump station on the east side East Levee Road. Neighbors inquired as to what can be done regarding removal of the homeless encampment, Off. Zeiger reported at he would look into the matter and report back to us at a later meeting as he was not on duty the day of the incident with the helicopter.

Update from Vice Mayor Ashby's Office.  Michel provided an update of upcoming events in the district. A link to those can be found in a prior VVA blog posting. Neighbors inquired as to the status of the train horn quiet zone application with the federal agency responsible for train traffic. Michel informed us that the application is  still pending.

Natomasbuzz. Also in attendance was Brandy Boyd, the editor of the natomasbuzz.com. Other than telling us how much she covets our neighborhood (unfortunately for sale homes in the neighborhood these days are few and far between), she talked about what she's doing with natomasbuzz . It's a great site will local news and other happenings. If you don't visit the site regularly, I highly recommend that you do so! You are welcome anytime Brandy, thanks for coming!

SMUD Discussion. There were SMUD representatives in attendance that provided an overview of the proposed fee increase. They also fielded many questions from neighbors. More about the increase can be found here: https://www.smud.org/en/residential/customer-service/rate-information/2013-residential-rate-proposal/2013-Rate-FAQs.htm

Solid Waste - Greenwaste Discussion. Representatives from the City's Solid Waste Division were in attendance to listen to neighbors concerns regarding the changes in greenwaste pick up. The biggest thing being the discontinuing of the claw service during most of the year. The claw will still be used during the months of November - December and January. The remainder of the year, we will be required to use a 90 gallon green waste bin.  Many voiced concern over the amount of greenwaste they produced and the inconvenience of having to utilize the bins. Others, especially those north of Barros, who wanted the ability to opt out of the greenwaste pick up all together, though there was not unanimity on this point. The bottom line is that the City will take our comments and determine if there is any level of flexibility for this service given the unique circumstances of VVA. Options will be brought back to the neighborhood at a future meeting.

There is no meeting in July, mark your calendars for August 21st, location TBD.

Thanks!

VVA interview with Forum, Sacramento's Digital Town Square

Hello all, recently I was interviewed by Forum Sacramento. Each week, Forum brings you stories from all over Sacramento.  Through articles and podcasts and more, their aim is to talk with Sacramentans about what makes this City unique. Their plan is to visit every neighborhood in the City.  The interview is only about 30 minutes long and while I was directionally challenged during it and unintentionally failed to mention some of our long running annual events, I thought it was a good interview promoting our neighborhood.

Take a look at what Forum is about at http://forumtownsquare.com/.  And take a listen of the interview here: http://forumtownsquare.com/2013/04/23/forum-goes-rural-at-valley-view-acres/

April Meeting Summary

I hope folks are enjoying the great weather outside. We had a great meeting on Wednesday, very well attended. Thank you to all who came out!! And special thanks to Dan and Diana for hosting!!

(1) We began the meeting with a recap of the Easter Egg Hunt as well as a Creek Week clean up along Steelhead Creek (NEMDC), thanks to our always active neighbor Dennis Boyd for organizing and leading both events!

(2)  Police Update. Officer Zeiger provided an update on things to be aware of in N. Natomas. With the nicer weather comes an expected uptick in purse snatching, theft, etc. Please be aware of your surroundings when you are out in public, keep your valuables out of sight if you have to keep them in a vehicle.

Residents inquired about recent incidents of green waste dumping in VVA, specifically on Sorento and Barros. Officer Zeiger asked that residents attempt to contact police immediately if they see someone engaging in illegal dumping in progress. Please try to get a good description of any vehicles involved, any license plate numbers, distinguishing features or markings. That being said, you should avoid confronting any such individuals, please keep your distance, there is no need to put yourself in any potentially dangerous situations.

Some phone numbers to have handy:

      City Police Non-emergency line: 264-5471

City Police Emergency line: 732-0100 from any cell phone or 911 from a land line

Code enforcement or any City related matter: dial 311 from inside the City or call (916) 264-5011

Twin Rivers Police Department: 556-2770 (for any issues related to the half build school site to the west
                                                                         of East Levee Road)

Rio Linda Elverta Recreation and Parks District: 564-4234 (they have the clean up contract for
any debris/trash in the Ueda Parkway, which include the levee)

(3) City Update.  Michel from Vice Mayor Ashby's office provided an update of recent happenings, including a recent community leadership round-table, which I attended (and whose meeting summary can be found here: http://www.angeliqueashby.com/community-roundtable-2013) and providing updates to the Summer Oasis program for N. Natomas kids and the Summer of Fun schedule. More info on the Summer Oasis program can be found here: http://www.angeliqueashby.com/summer-oasis-2013 and more info on the Summer of Fun schedule can be found here: http://www.angeliqueashby.com/summer-of-fun-2012

(4) Input from Neighbors.  Dennis Boyd recently was a witness to a bad accident on Northgate and Del Paso Rd./Main Ave.  After contacting emergency dispatchers, he realized there was some confusion on the part of dispatchers when calling from a cell phone as to the exact location of the call for help. This was related to the fact that Northgate Blvd. intersects with 2 roads with the name " Del Paso" . Del Paso Blvd., which is located at the far south end of Northgate, near Highway 160 and Del Paso Road, which is at the north end of Northgate. Please be aware of this potential issue should you find yourself contact police or other emergency personnel. It could affect response times.

(5) City Solid Waste Division Update.  We had two guests from the Solid Waste division that provided an update to neighbors related to upcoming changes in garbage, recycling and yard waste pick up schedules.

After July 1, 2013, our garbage pick up day is moving to Wednesdays.  Recycling will be picked up every two weeks on Wednesdays beginning on Wednesday, July 10th. Roadside yard waste will no longer be picked up, all yard waste must be placed into yard waste bins provided by the City in order to be picked up.   That being said, road side yard waste pick up will occur during the months of November, December and January. Yard waste will be picked up weekly on Wednesdays, after July 1. Appointment based neighborhood clean up will be once again available once a year for residents, as well as a coupon for a free dump load to the transfer station on Roseville Road (available for one visit per calendar year).

For more info on this, please call 311 or visit www.sacrecycle.org

(6) VVA Neighborhood Cleanup.  Our clean up is scheduled for Saturday, May 18th.  I encourage all of you to pick up trash and other debris from the roadside ditches in front of your homes. If you wish to be part of a more organized effort, teams of trash picker uppers will meet at the Angel's place at 5600 Sorento Road.  We are working on getting trash bins donated by Waste Management again, if we get them, they will be located near the Angel's home. A BBQ potluck will follow at 1130 or so.

(7)  VVA Neighborhood Yard Sale. On the same day as the clean up, Angela Angel is coordinating a neighborhood yard sale which will be advertised on Craigslist and signs will be posted. If you are so inclined, you are encouraged to yard sale at your own home on May 18th. More info to come on this.

March Meeting Summary

Hello all, nice seeing folks at the Angel's place last Wednesday. Here's a brief summary of what was discussed:

1.  Police Department Update.  Office Zeiger attend our meeting providing an update on issues in our community. We have been fortunate in VVA to have such low instances of crime, aside from occasional dumped stolen vehicles on the levee and illegal dumping. No doubt due to the vigilance of neighbors in reporting all suspicious individuals or activities to the police department.

Police Non-emergency line: 264-5471

Emergency line: 732-0100 from any cell phone or 911 from a land line

As an update to this meeting item, in the early hours of last Thursday morning a Mercedes SUV was stripped and dumped at the corner of Sotnip and Tunis.  According to reports from neighbors close to the site, this incident occurred at approximately 330am. While those of us on the Levee Road are well familiar with dumped cars given the isolation of some stretches of the levee, it is a troubling development that we have an incident in the neighborhood. You are all encouraged to keep your eyes and ears open and contact the Police any time you suspect something suspicious. I would advise against confronting or otherwise approaching suspicious individuals, just call the Police.

2. District 1 Update by Michel Huizar from Vice Mayor Ashby's office.

Other Issues of Community Importance:

There have been reported instaces of mailbox breakins at Regency Park, which some distance from our neighborhood, still a good thing to keep an eye out for. If you see anyone messing with a mailbox that seems like they shouldn't call the Police and/or Troy Dickinson of the Postal Inspectors office(tadickinson@uspis.gov or by phone at (916) 263-7249)

3. Upcoming VVA Events:

Creekweek cleanup. Like I mentioned before, there will be a Creekweek team meeting at Sotnip and E. Levee Road on Saturday, April 13 at 830am.

February Meeting Summary

Thanks to all the neighbors who attended last night. We had another great turnout.

This month Michelle from Vice Mayor's office attended, providing updates on the following:

1. Creek Week is scheduled for April 13th from 9am to Noon. There will be a couple of volunteer teams that will be cleaning along the East Levee Road (information to follow in the coming months on exact locations), as well as numerous other teams throughout Sacramento County, including a big group at the N. Natomas regional park site.

For more info on Creek Week, please visit: www.creekweek.org.

For more info on N Natomas Creek Week volunteer opportunities outside of those in Valley View Acres, please visit: www.angeliqueashby.com/creek-week-2013

2.  Skate Park.  The City is soliciting input from skaters on the future of a skate park at Wild Rose Park in N. Natomas. All ages are welcome. There is a meeting on Thursday, Feb. 28 at 6pm. For more info, please visit: http://www.angeliqueashby.com/wild-rose-skate-park

3. Flood Control. Michelle provided a throughout update on flood control issues related to Natomas. She fielded many questions from neighbors. Bottom line is that there is hope Congress will authorize the remaining levee improvements for the Natomas basin this year, but with that said  and perhaps more importantly for those of us already living here, there will be flood insurance requirements into the foreseeable future.  That is until improvements are completed that provide a 100-year level of protection for Natomas.  The hope is these improvements are completed within five (5) years after Congressional authorization.

Please visit Vice Mayor Ashby's website for the most updated info on this very important issue:
http://www.angeliqueashby.com/district-one-business/nlip

In addition to the updates by Michelle, we discussed the following:

1.  Horse Rescue on Carey.   In recent months, there has been some concern by neighbors about the number of horses (and their condition) that suddenly appeared on a parcel on Carey Road. Carimda (pronounced car-eem-da) Gibson attended our meeting last night. She is person behind The Good, The Bad and The Ugly Horse Rescue (http://gbuhorserescue.yolasite.com/), whose rescue operations include this specific parcel on Carey.  Carimda has been working closely with Sacramento County Animal Control to address the concerns of some neighbors. She is a very passionate person who cares deeply about her organization's goals and mission. For those who are interested, I encourage you to visit the rescue's website to learn more. If you have specific questions or concerns for Carimda, please call her directly at 9168072060 or email her directly at carimda@hotmail.com .  She did ask that if folks had an email inquiry to also text her at the previously listed number for quicker response.

2.  Train Horn Quiet Zone Update. Last month we had asked Vice Mayor Ashby's office inquire as to the status of a pending application with the Federal Rail Administration related to creating a train horn free zone starting at Elkhorn Blvd. and extending through the neighborhood and to El Camino Ave. We have been informed that we should see that application approved in the next couple months. I know the neighborhood, particularly those of us close to the levee are anxiously awaiting this application's approval!

3. Benita Womack provided an update on the efforts of our neighbor Tony Trujillo (Barros) working with City Department of Transportation folks on the slurry seal issue that we had discussed at a prior community meeting last September.  That meeting summary can be found here:  http://valleyviewacres.blogspot.com/2012/09/september-meeting-summary.html

4.  Mosquito Problems. Several neighbors voiced concern over the number of mosquito that suddenly appeared during the period of nice weather before this last storm. With the help of Michelle at Vice Mayor Ashby's office, I have been contacted by the Sacramento-Yolo Mosquito and Vector Control District (http://www.fightthebite.net/). I will be arranging a neighborhood visit by the Mosquito and Vector Control folks to determine what steps can be taken to minimize mosquito issues in out community.

5. Safe and Sober Grad Night.  Angela Angel provided information on fundraising for Inderkum High School's Safe and Sober Grad Night program. More info can be found here: http://www.inderkumhigh.org/ptsa/html/safe-sober.html

6.  Annual Valley View Acres Easter Egg Hunt.  As we near the Easter holiday, it's time once again for our community's annual Easter Egg Hunt, hosted by our very own Dennis Boyd.  The event will be at 11:30 on Saturday, March 30th at Dennis' place at 5610 Sorento Road.

That's it for this month.

Ways to Improve Our Neighborhood

10 Ways to Improve Your Neighborhood

1.     Know your Neighbors.
Share information about crime issues in the neighborhood, including suspicious activities. Share your home, work and cell numbers in case of any sensitive issues need to be discussed. Some other ways you can share information are by creating a Facebook page or a yahoo group to get the word out about activity in the neighborhood.
2.     Report suspicious activities to the police.
This information may be helpful in assisting in locating a crime that has just occurred or to alert the police of issues in a community. Keep a log of calls to the police for your records. The police non-emergency number is 916-264-5471.
3.     Turn on exterior lights at night, set up motion sensing lights if possible.
This is helpful in deterring criminals since most of them don’t like to be seen. Keep your front, side and back porch lights lit at night. If possible, try and put your front porch light on a timer to automatically turn on in the evening hours.
4.     Keeping your community looking nice
This will give notice to a criminal that people in the area care about their neighborhood and are willing to contact the police if there is something going on that might mess it up. You can take a trash bag when you’re out on your daily walks or work with your neighbors on doing a neighborhood clean-up. Report issues of non-working street lights, potholes, overgrown lawns, abandoned cars, vandalism, graffiti, trash and debris that can be seen from the street, etc. to 311. 311 can be reached by phone within City limits or by e-mail at 311@cityofsacramento.org
5.     Lock your doors and windows and set the home alarm even when you are home. Get a home surveillance system if possible.
Don’t make it easy for criminals, keeping your home locked makes it harder for them to gain access. Having it alarmed makes them noticed if they do. Home surveillance systems that are outside can help identify suspicious activities along with other information that would be helpful for the police.
6.     Park vehicles in the garage.
Be sure you keep the remote control to the garage in a safe place and don’t leave any bags in the car (if you absolutely must, try and leave the bag open so nothing looks concealed).
7.     Lock the door in your garage leading to your house with a dead bolt.
Many people think if the garage is closed they’re safe, but in actuality, trespassers can easily break into the garage and enter your home from inside the garage.
8.     Be sure newspapers and flyers are cleared from your porch while on vacation. This is a simple cautionary measure to help keep trespassers from breaking in. When newspapers and flyers build up, it looks like no one’s been home for a while. Try communicating with your neighbors and ask if they can pick them up while you’re away.
9.     Launch a Neighborhood Watch Group.
Neighborhood Watch Groups are a great tool for neighbors to get together and communicate what’s going on in the area and receive updates from the Police Department. Neighborhood Watch Groups works best when there are at least 10 households participating. If you’re interested in starting a group, give your area crime specialist a call at 916-566-6402.
10.   Use your resources.
I. District 1 has a Police Resource Center where you can file online police reports with the assistance of a trained volunteer. The resource center is located at 2701 Del Paso Road, Suite 140.
II. District 1 has a Parks Liaison, Elena Quintero, who organizes and coordinates park clean-ups and assists City staff with immediate repairs in the various parks in our district. Elena also facilitates the Adopt-A-Park program. Elena can be reached at equintero@cityofsacramento.org.
III. Finally, the County has a very useful referral service that operates 24 hours a day, 7 days a week. They provide information on employment and training, housing opportunities, financial assistance and much more. Simply dial 211 and you will be transferred to a customer representative.
